What California's designated list is
Designated list means the list of chemicals identified as candidate chemicals that exhibit a hazard trait or an environmental or toxicological endpoint that meets the criteria in regulations adopted by the Department of Toxic Substances Control under Health & Safety Code 25251 et seq., published on the Department's internet website. Intentionally added chemical means a chemical a manufacturer has intentionally added to a product that has a functional or technical effect in the product, including components of intentionally added chemicals and intentional breakdown products of an added chemical that also have a functional or technical effect. Stored membership is partial: the PFAS class (DTSC Candidate Chemicals list, CalSAFER record 22892) only; the other candidate chemicals are not enumerated, so "no PFAS" does not mean "no designated chemical".
HSC 109010(b) (excerpt) · fetched 2026-10-08California Legislature: HSC 109010(b)(opens in a new tab)
How California defines PFAS
“PFAS means a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom. Regulated PFAS (textile articles) means (1) PFAS a manufacturer has intentionally added that have a functional or technical effect in the product, including PFAS components of intentionally added chemicals and intentional breakdown products, or (2) PFAS in a product or product component at or above, as measured in total organic fluorine, 100 ppm commencing January 1, 2025 and 50 ppm commencing January 1, 2027.”

Intentionally added PFAS chemicals means PFAS chemicals that a manufacturer has intentionally added to a product and that have a functional or technical effect on the product; it includes PFAS chemicals that are intentional breakdown products of an added chemical. "PFAS chemicals" has the meaning set forth in C.R.S. 25-5-1302(7); that definition is not in the stored session laws.

How New Jersey defines PFAS
“PFAS means substances that include any member of the class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom. Intentionally added PFAS means PFAS added to a product or intentionally used during the development of a product or one of its product components to provide a specific characteristic, appearance, or quality or to perform a specific function; it includes degradation byproducts of PFAS and excludes a technically unavoidable trace quantity that stems from impurities of natural or synthetic ingredients or the manufacturing process, storage, or migration from packaging.”
